Loi LOM et obligation de recharge

LOM Law and charging obligations on private company parking lots

Since January 1st, 2025, the French Mobility Orientation Law (LOM, 2019) requires existing non-residential buildings with parking lots of more than 20 spaces to install EV charging stations.

Specifically, the law requires one charging point per 20 spaces, with at least one accessible charging station for persons with reduced mobility (PRM).

For new buildings or those undergoing major renovations (including parking or electrical work), the requirement applies starting at 10 spaces: two pre-equipped spaces for charging per block of 10 spaces and one PRM space equipped with a charging point.

Businesses, as well as local and regional authorities, under the Climate and Resilience Law (2021), are subject to these obligations. To comply, they must use a certified IRVE installer.

Incentives to facilitate on-site charging

The ADVENIR program (Support for the Development of Electric Vehicle Charging) provides financial aid for automotive service companies and heavy vehicle fleets to deploy charging infrastructure on-site.

This aid is calculated based on specific rates and caps, depending on the beneficiary’s profile:

  • 750 € excluding VAT per charging point for employee and fleet charging in automotive service companies (aid rate 25%)
  • 1,700 € to 7,500 € excluding VAT for private car parks accessible to the public in automotive service companies (aid rate 50%)
  • 1,200 € to 5,300 € excluding VAT for employee and fleet charging in short-term rental vehicle companies (aid rate 35%)
  • 2,200 € to 960,000 € excluding VAT for private car parks dedicated to heavy vehicle fleets (aid rate 50%)

EV Charging Stations FAQ (IRVE)

Installing an EV charging station allows you to charge your electric or plug-in hybrid vehicle faster and more safely than with a standard outlet. At home, it provides optimal convenience and ease of use. In the workplace, it supports the shift toward electric mobility and helps companies comply with the latest regulatory requirements (LOM law).

The main difference between a reinforced socket and an EV charging station lies in the charging power — which directly impacts charging time. A reinforced socket can charge an electric vehicle at a maximum power of 3.7 kW, resulting in a full charge in 10 to 12 hours. A wallbox-type charging station, on the other hand, delivers significantly higher power (7.4 kW to 22 kW, depending on the model), reducing charging time to 2 to 6 hours, depending on the vehicle and the selected charging power.

AC charging stations are the most commonly used for home and workplace charging. They provide safe, gradual charging, making them ideal for daily use. With this type of system, the vehicle converts the current before it is stored in the battery, which results in longer charging times.

DC charging stations, on the other hand, are designed for fast charging. They send power directly into the vehicle’s battery, significantly reducing charging time. They are typically found along highways, at public charging stations or within companies operating large electric vehicle fleets.

The type of electrical supply in your building directly affects the charging power of your EV charging station. Single-phase power is the most common in residential properties and allows charging up to 7.4 kW, which is more than enough for everyday use. Three-phase power is more common in commercial buildings and makes it possible to install higher-power charging stations, up to 22 kW.

Before installing your EV charging station, it is essential to check your electrical system to ensure you choose the charging power that best matches your needs.

The choice depends on several key factors:

  • The desired charging power
  • The type of electrical supply available
  • How often and for what purpose the charger will be used
  • Required smart features: remote control, scheduling, energy management, etc.
  • Available financial incentives

A precise assessment of your situation and needs — whether you are a homeowner, a business or a local authority — is essential to determine the charging solution best suited to your requirements.

Yes. Since 1 January 2025, the LOM law requires businesses with parking areas of more than 20 spaces to equip at least 5% of them with EV charging stations for employees and customers. A similar requirement applies to local authorities under the “Climate and Resilience” law.

The price depends on the type of charging solution. Average costs, installation included, are as follows:

  • Reinforced socket: between €150 and €750
  • Individual EV charging station: between €900 and €2,500
  • Charging station for businesses or multi-residential buildings: between €1,500 and €3,500

You also benefit from a reduced 5.5% VAT rate on the installation of your EV charging station or reinforced socket. To qualify for these incentives, the installation must be carried out by a certified IRVE professional (Electric Vehicle Charging Infrastructure), such as Edmond Solutions.

Legally, nothing prevents you from installing your EV charging station yourself at home. However, only electricians and installers certified in IRVE (Electric Vehicle Charging Infrastructure) — such as Edmond Solutions — are authorised to guarantee the safety and compliance of the charging system with current standards. This certification is also essential to qualify for government financial incentives.

Yes, absolutely. Some charging stations can charge two vehicles at the same time. However, this requires an electrical setup that is properly sized for dual charging.

Yes. The electricity generated by photovoltaic solar panels can directly power an EV charging station. This solution enables cleaner, more sustainable charging and reduces dependence on the electrical grid.

EV charging systems installed by Edmond Solutions come with a manufacturer’s warranty of up to 5 years, along with a 10-year structural warranty on the installation.

Maintenance is minimal: simply check the condition of the cables and the charging station regularly, and have the installation inspected by a certified professional every 2 to 3 years.
